DUTIES: Ensures security of all guests is maintained at all times. Ensures guest privacy is maintained at all times. Implement, conduct, and administer quality assurance/process improvement programs and training to support Navy Lodging Program services and operating standards. Evaluate performance and policy compliance, developing corrective measures as applicable. Establish a quality assurance program, working with various NGIS personnel and assists management in developing corrective actions. Assist with administering timelines to meet NGIS Accreditation Standards. Conducts periodic quality assurance inspections of buildings and rooms to ensure acceptable levels of cleanliness and material condition. Plans, develops, coordinates, markets, conducts and documents all lodging training and maintains comprehensive training programs for NGIS operations. The incumbent must prepare and maintain an up-to-date local training schedule. Training will include the use of Navy approved training programs and approved non-Navy training materials. Works with department heads to set up and conduct formal and/or informal training through the use of training tapes, books, lectures and other means of training. Serves as primary liaison with the Regional Training Specialist to schedule training and may be required to prepare a training or conference room for outside contractor training. The incumbent will provide guidance and direction to department heads and employees in the development of the Individual Development Plans (IDP). Responsible for ensuring mandatory annual training (EEO, Ethics, Prevention of Sexual Harassment, etc.) is conducted. Monitors and evaluates effectiveness of the Quality Assurance program through inspections, interviews with supervisors, managers, staff members, guests and residents. Conduct tests on new procedures for possible use in NGIS. Evaluates products for quality, durability, ease of use and cost effectiveness. May supervise various administrative staff positions to include, but not limited to: administrative support, purchasing, supply, accounting; approves leave, conducts counseling and evaluations, and recommends personnel actions to supervisor. Other related duties as assigned.
PHYSICAL DEMANDS AND WORKING CONDITIONS: Work is generally sedentary. The work may require physical exertion when touring the various facilities and buildings or moving training materials, setting up classrooms and conducting training. Bending, stretching, carrying boxes of books and other materials, sometimes weighing up to 45 pounds, is normal. Because training may be delivered at various locations, the incumbent may be required to drive between locations and carry materials across parking lots and up steps to classrooms. Training is usually delivered classroom style and the incumbent may be required to stand for long periods of time. Quality assurance related work involves long periods of walking, standing, stair climbing, bending, reaching and similar activities. Training activities may require extended periods of standing and set up/break down of training aids. Work is primarily performed indoors in areas that normally have adequate heat, light and ventilation. The incumbent may be exposed to cold, heat or humidity when visiting various buildings.
QUALIFICATIONS: The incumbent must have two years training experience with a minimum one year experience in a lodging operation. The Certified Hospitality Department Trainer (CHDT) designation (or equivalent) or a diploma in hotel/hospitality management with an emphasis in training or quality assurance from an accredited institution of higher learning is preferred. Must possess excellent communication skills and must possess fluent command of the English language, understand and use proper grammar, and be able to communicate clearly and effectively; to all levels of the organization, both verbally and in writing. Must be able to use basic computer software such as; Microsoft Word, Excel and Power Point and have a working knowledge of the property management system. Must understand the daily operation of a hotel to include safety, environmental and fire prevention regulations and practices; hotel management procedures; and front desk, housekeeping, and maintenance operating principles; and have a working knowledge of automated property management system(s). Must have the ability to work independently and in harmony with all levels of personnel inside and outside the organization to include CNIC, regional and installation site/level staff. Must possess a welcoming manner and positive attitude; demonstrate effective communication skills; professionally interact with guests; answering guest questions concerning hotel facilities; and provides information about local attractions. Provides assistance in handling customer complaints, involving management as necessary. Ability to determine and document any areas that may need improvement, review policies and improvise plans to improve upon existing quality standards, review and analyze the effectiveness of the modifications made, and the ability to educate management and staff regarding the specific requirements needed to implement improvements and/or maintain service and operating standards. Knowledge of quality assurance principles, practices, and procedures; techniques and leadership skills in supervising others; and the ability to conduct and coordinate various types of training programs (i.e. Star Service, NGIS/Housekeeping Certifications & Performance Package, etc.) is required.
